发达地区农村劳动力转移的政策走向——以苏州市为例

摘　　要：党的十七届三中全会指出,推进农村改革发展是我国农村新形势新任务的要求,也是实现全面建设小康社会新胜利的要求。作为经济发达地区,苏州农村人力资源开发面临新的机遇和挑战。本文在分析苏州农村劳动力转移基本特点的基础上,全面剖析当前农村劳动力转移存在的问题,提出当前农村劳动力转移与农村人力资源开发的有效对接的若干思路,为地方政府相关决策提供参考。The third plenary session of the 17th CPC central committee indicates that promoting rural reform and development is the requirements of China＇s rural new situation and tasks, but also the requirements for attaining the goal of building a moderately prosperous society in all respects.As an economically developed areas, Suzhou rural human resources development is facing new opportunities and challenges. Based on analyzing the basic characteristics of rural labor transfer in Suzhou, the paper addresses the problems that influence rural labor transfer. To promote effective docking between rural labor transfer and rural human resources development, the paper will offer some references for local government decision-making.
