行政区划调整对城市空间扩展的影响研究——以广州市番禺区为例

摘　　要：以广州市番禺区为例,运用LandsatTM/ETM影像和Arcgis软件研究行政区划调整影响下城市空间扩展过程中城市用地增长的数量变化、时空格局以及扩展模式等的变化特征。结果显示,改革开放后经济快速发展使番禺进入快速城市化阶段,城市空间扩展迅速;1992年番禺"撤县设市"后,城市建设用地增长总量持续增加,城市扩展模式以自组织特征为主,主要增长区域是中心城区和经济发达的中心镇;2000年"撤市设区"和2005年辖区范围调整后,广州市政府和新的城市规划成为促使番禺城市空间扩展从自组织向他组织转变的重要因素,城市空间增长结构表现出以广州大学城为代表的城市"植入体"增长带动为主的特征。总体上,行政区划调整适应番禺城市发展和促进城市空间扩展,城市增长模式和管理制度仍需创新。The purpose of this paper is to reveal the characteristics of the land quantity, space-time pattern, as well as the expansion mode of the built-up area of Panyu city, Guangdong province, which was turned from a small town to a metropolitan area in the past 20 years. The data obtained from LANSAP and TM/ETM images and spanning the five stages from 1988 to 2004 were analyzed with the assistance of Erdas and Arcgis software system in this paper. The results indicate that Panyu has been urbanized rapidly and its urban space has been expanded quickly since open door policy, which have accelerated the land use for city construction with ＂self-organization＂ as its leading mode of urban spatial expansion, especially after the ＂Turning County into City＂ of Panyu in 1992. However, its dynamic mode of the expansion and the iand using still inherited their former modes. The new urban planning of Guangzhou resulted in the change in Panyu＇s urban spatial expansion from its ＂Self-organization＂to ＂Organization＂ after ＂Turning Panyu City into One District of Guangzhou＂ in 2000 and the adjustment of administrative districts in 2005 respectively, which have brought on remarkable development of regional economy and urbanization in Guangzhou and Panyu, and its urban spatial expansion pattern is featured with implants growth, especially after the construction of universities＇ area. Although the adjustment of administrative districts satisfied the needs of the rapid urbanization and the urban spatial expansion, it hasn＇t yet stimulated the innovation of urban management system and transformation of growth model. The urban spatial expansion is influenced by several factors, such as the needs of economic and social development, resources allocation and marginal utility of urban expansion. So, unreasonable advancement and restriction on urban spatial expansion will do harm to the healthy and sustainable development of cities.
