对我国进口国际再生资源的探讨

摘　　要：进口国际再生资源是消除我国资源环境双重瓶颈制约的有效途径,目前,我国进口再生资源存在着规模偏小、逃税漏税、管理寻租和拆解污染等问题,因此在回收利用国际再生资源时,要正确区分"废物"和"洋垃圾",通过完善废物进口管理的法规政策,扩大进口废物目录名单,先行"国际再生资源监管区"试点,加强进口再生资源的国际合作等途径,促进再生资源国际大循环,从而实现节约资源能源,保护生态环境,促进我国经济社会的可持续发展。The import of the international Recycling resources is an effective way to eliminate the double bottlenecks of Chinese resources and environment. At present, there are problems in the import of recycling resources, such as small - scale, tax evasion, rent - seeking and dismantling pollution, etc. In order to promote the international waste recycling, save energy, protect the environment, and speed the sustainable development of China＇s economy and society, this paper suggests that we should correctly distinguish between ＂ recycling resources＂ and ＂foreign garbage＂, im- prove regulations and policies of importing waste, expand the list of imported waste, construct international recycling resources supervision park, and strengthen the international cooperation in importing recycling resources.
