经济发达地区加快新市镇建设的对策研究——以浙江省嘉兴市为例

摘　　要：以嘉兴市开展新市镇建设为例,针对新市镇建设中存在的建设资金不足、建设用地指标紧缺、管理体制尚未理顺、人口不够集聚和建设规划亟待完善等问题,提出拓展融资渠道,创新投融资机制,加强规划编制,完善配套衔接,培育特色产业,加快人口聚集和"两分两换"工作,争取建设用地指标和优化机构设置,下放管理权限等对策,从而加快经济发达地区新市镇建设的步伐。This paper takes the developing of new towns in Jiaxing city as a study case to analyze the problems in the development of new towns such as insufficient funds or land for construction, poor management system and population agglomeration ,imperfect planning, etc.. Many measures are put forward to speed up new towns＇development in economically developed areas, such as expanding financing channels, innovating financing and investment system, enhancing planning, bettering supporting facilities, fostering distinctive industries, quickening population agglomeration, speeding up ＂two - dichotomy, two - change＂ work, fighting for construction land, optimizing structural establishment, delegating power, etc.
