官员媒介素养的提高与政府执政能力的建设

摘　　要：政府管理过去一直被理解为是一种"权力现象",政府和人民之间是"统治与服从"的关系。进入当代社会后,社会环境与媒体环境发生了重大变化,公民的参政意识不断增强,公共舆论在政府决策中的地位得到了强化,一个公民参与决策的社会正在逐渐形成。现代传媒是将先进技术与丰富信息进行完美结合的传播载体,它是公众与政府之间进行信息沟通的重要桥梁和纽带。政府官员只有提高媒体素养,才能利用媒体把握舆论引导的主动权,实现与公众的有效沟通,提升党和政府的执政能力。The governmental management has been understood as a phenomenon of authority in the past, the relation is one of rule and obeys between government and people. After entering the contemporary society the consciousness of which public participates in government and political affairs is strengthened unceasingly, the social position of public opinion is strengthened in the decision of government, a citizen＇s society is forming gradually because the social environment and media environment occurred a important change. Modern medium is a perfect carrier that combines advanced technique and enrich information, it is an important bridge and tie of which people and government communicate information. Only raising media literacy government officials get the initiative of leading public opinion by media,realize the effective collude between government and public, improve the ability in power of party and government.
