新型社会救助方式探讨

摘　　要：传统的物质性救助方式存在着救助形式单一、救助接收者被动、救助效果欠佳的缺陷,构建新型综合性救助方式,是新时期社会救助发展的趋势。本文从救助的性质、救助资源的类型、受助者的能动程度三个角度,分析制度性救助方式与非制度性救助方式的结合,物质性救助方式与非物质性救助方式的结合,"他助"方式与"自助"方式的结合;多元的救助方式,将有利于贫困问题系统性、科学性、人性化的解决。The traditional social relief has the problem of singleness, passiveness and inefficiency, so in the new era it is a developmental trend of social assistance in building an integrated assistance approach system. From the perspective of the nature of social assistance, the type of rescue resources and the initiative of recipients, a new method system of social assistance is researched in this paper. This means the combination of non-institutional method and institutional method, material method and non-material method, ＂being-help＂ method and ＂self-help＂ method. This diversified method of social assistance will be conducive to the solution to poverty problem.
