船舶溢油应急处置关键组织与联系的识别

摘　　要：为了识别出船舶溢油应急处置中的关键组织和联系,基于组织视角对船舶溢油应急处置流程进行了描述,并给出了关键组织和关键联系的定义。在此基础上,利用社会网络分析法对溢油应急处置中的关键组织和联系进行了识别。结论表明,应急处置中的关键组织主要包括事故船方、应急指挥中心、现场指挥部、巡逻艇和清污队伍,关键的联系主要为事故船方对海事值班室的报告联系,应急指挥中心、巡逻艇、清污队伍和现场指挥部之间的有关应急计划启动和应急方案实施的联系。Firstly,in order to identify the key organizations and relationships in ship oil spill emergency response,the definitions of the features of the oil spill emergency response and the definitions of key organization and key relationship are given.Social network analysis is used to identify the key organizations and the key relationships in the oil spill emergency response.Analysis result shows that the key organizations mainly include the accident ship party,the emergency command center,the spot command center,the coastguard vessel and the oil cleaning department.The key relationships include the report relationship between the accident ship and the maritime duty room,and the relationship between the emergency plan start-up and implementation in the emergency command center,oil cleaning department and the spot command center.
