摘　　要：公众参与突发事件应对地方立法对保障公众在突发事件应对中的各个阶段的权益有着极为重要的作用。从公众参与突发事件地方立法的意义入手,通过分析突发事件应对地方立法公众参与制度的现状及存在的问题,提出了相关的完善建议。Public participation in the local legislation is very important to protect the interests of the public in the every stage of dealing with emergencies.This paper starts from the meaning of public participation in the local legislation and puts frward proposals to improve the current situation through analysing the current situation and problems of public participation system in the local legislation to deal with emergencies.
