乡镇人大主席团提高监督实效的思考

摘　　要：乡镇人民代表大会选举产生的主席团和常务主席,作为国家机关在乡镇政权体系中处于重要地位,监督乡镇人民政府工作,是其一项重要职权。当前,研究提高乡镇人大主席团监督实效,是坚持和完善人民代表大会制度的迫切需要,也是实现全面建设小康社会的重要保证。必须从深入调查研究,提高监督的准确性;主动提前介入,增强监督的指导性;增加透明度,扩大监督的民主性;马上办、热心办,增强监督的实效性。加强法律、法规的学习,提高监督水平五个方面提高乡镇人大主席团的监督实效。As national organs, the presidium and executive chairman elected by township people＇s congress play important roles in township regime system and supervising the work of township people＇s government is an importance authority for them. At present, studying the supervision effectiveness of the presidium of township people＇s congress is an urgent need to persist in and improve the system of People＇s Congress in China, and is an important guarantee to fufill the building of a well-off society in an all-round way. We should improve supervision effectiveness of the presidium of township people＇s congress from the following five aspects; carrying out profound research to improve the accuracy of supervision; intervening in advance to strengthen the direction function of supervision; enhancing its transparency to enlarge the democracy of supervision; and en hancing the study of laws and regulations and improving supervision level.
