摘　　要：从内涵和外延两个方面明确了高层次创造性人才的概念,论述了加强高层次创造性人才队伍建设的重大意义,并提出了下一阶段的对策建议:加强统筹领导,成立高层次创造性人才队伍建设领导协调机构;整合资源,做大做强现有高层次创造性人才计划品牌;汲取经验教训,加强各地区高层次创造性人才计划的研究与推广;建立人才信息库,开发高层次创造性人才队伍建设的需求与预测系统等等。From the connotation and extension of two aspects, this paper defines the conception of high-level creative talent, discusses the significance of the construction of the high-level creative tal- ent, and puts forward some suggestions for the next phase： building the coordinated institution to strengthen the overall leadership of the construction of the high-level creative talent ; .making the exist- ing high-level creative talents plans bigger and stronger to integrate the resources; strengthening the research and extension of the regional high-level creative talents plan by learning the lessons ; establis- hing talents＇ information base, developing the needs and forecasting system of high-level creative tal- ents, and so on.
