协商民主取向的村民公共参与制度创新——浙江省常山县“民情沟通日”制度调查与分析

摘　　要：浙江省常山县的"民情沟通日"制度是一项以民主协商为取向的村民公共参与制度创新,其构建的协商型村民公共参与具有公共性和公开性、平等性和广泛性、商议性和互动性等重要特点。这种制度将沟通与协商引入民主决策过程,创新了村民公共参与的方式;将沟通与协商嵌入利益协调和整合过程,促进了村民参与的理性;将程序和规范引入沟通、协商过程,提升了村民公共参与的制度化。多元化利益需求、乡村治理的现实困境以及地方政府和精英的主动推动是决定协商型村民公共参与制度创新的重要因素。'Villagers’ Communication Day' of Changshan County in Zhejiang province is the innovation on the deliberative democracy orientation villagers public participation system. It has important features of the public, open, equal, extensive, deliberative and interactive. The system takes communication and consultation into the democratic decision-making process. It innovates the way of villagers public participation. The system takes communication and consultation into the profit coordination and integration process, it promotes the rationality of villagers’ participation. The system takes procedure and standard into the communication and consultation process, it enhances the institutionalization of public participation of villagers. Diverse interests need, the realistic puzzledom of village managing and the promotion of the local elite are the important new factors for the innovation on the deliberative villagers public participation system.
