农地流转的影响因素分析及政策建议

摘　　要：社会因素、经济因素和制度因素是影响我国农地流转效应的主要因素。要提高我国农地流转的正效益需大力发展非农产业,引导农村剩余劳动力转移;成立农地流转市场中介组织,发挥农地流转的资源配置效应;提高农村劳动力素质,增加劳动力非农就业率;发展农业科技,引导农民专业化经营。Social factors, economic factors and institutional factors are served as the main factors which affect the effect of rural land circulation in China. In order to improve the positive effect of rural land circulation, we need to develop the non - agricultural industries vigorously and guide the transfer of the rural surplus labors; establish the market intermediate organization of the rural land circulation and exert its resource allocation; improve the quality of rural labor force and increase the non - agricultural employment rate of the labor force; develop the agricultural technology and lead the farmers to carry out specialized operation.
