江苏省2005～2007年水利投资效益分析

摘　　要：水利是国民经济的基础设施和公益性产业,为进一步提高水利投资效益,对江苏省2005～2007年水利投资的效益从分类、分片两个角度进行统计分析,针对部分工程效益不理想的情况,提出完善水利项目决策机制和水利工程运行管理机制,完善落实资金保障政策,加强和规范水利工程建设管理,推进项目后评价,以促进水利工程效益的相关建议。The water conservancy is the infrastructure and public industry of the national economy. To further improve the benefits of water conservancy investment, the benefits of water conservancy investment in Jiangsu Province from 2005 to 2007 were analyzed from the two aspects of the classification and different areas. With regard to its social and economic benefits and existing problems in some projects, some countermeasures such as the improvement of the decision-making mechanism and the operation management system of water conservancy projects, the improvement of investment guarantee policies, the strengthening and standardization of construction and management of water conservancy projects as well as the promotion of post evaluation of projects were put forward so as to give the full play of water conservancy projects. Some suggestions were also proposed for the social and economic development.
