摘　　要：公共政策制定是一种重要的政治行为,也是社会政治生活中公共决策系统的经常性活动。文章系统总结和分析了公共政策制定的两大类模式,并提出了我国现阶段公共政策制定的模式选择及要注意的问题。Public policy making is an impurtant political act and one of the regular activities in the public decision-making system of social and political life. Policy science originated in the West, whose making-mode, generally speaking, can be divided into two broad categories： integrated and anti-coomprehensive mode; open and closed mode. At present, progressive-and-strongly-closed-and-elite mode may be suitable for Chinese public policy＇ s making-mode. In future, progressive-and-open-and-collective mode will be the more perfect one.
