民国时期奉天省地方政府农田水利政策研究

摘　　要：近代东北地区农田水利事业是随着拥有寒地稻作经验的朝鲜移民移居东北,在东北地区种植水稻过程中逐步发展起来的。奉天省农田水利事业成为侵略东北的日本重点投资与经营的领域。奉天省地方政府在面临民族危机与近代化的双重历史背景下,逐步制定的各项调控和管理农田水利事业的政策措施,突出了政府"控制"和"发展"两个方面的作用。对于该问题的研究有助于深层揭示东北地方政府推进农业近代化以及维护国家利权方面的作用,将东北地区农业近代化特色研究引向深入。The development of irrigation and water conservancy in modern Northeast was started and cultivated by the Korean migrants, who knew well the technique to plant rice in frigid zones. Thus, the irrigation and water facilities in Fengtian Provice became the major domain invested and managed by Japanese invaders. Under the historical background of natioal crisis and modernization, Fengtian Provincial Government produced policies to regulate and manage irrigation and water conservancy, emphasizing the government＇s role in regu- lation and development. A study in this area will be of significance to reveal the local government＇s role in enhancing the agricultural modernization and protecting national right and to bring further studies of Northeast agriculture modernization.
