科技查新质量管理的多因素循证分析

摘　　要：目的:为了解不同查新机构的查新报告质量的差异和影响因素,以及存在的问题,总结科技查新的经验,提炼科技查新质量管理的研究方法。方法:由22家查新机构统一完成同一查新项目,采用查新、科研管理与相关领域专家判读的方法,对所完成的22份查新报告的质量要素和相关影响因素进行分析。结果:发现不同查新机构出具的查新报告中的各要素如资源选择、检索策略、结果列举、查新结论等均存在较大差异。结论:应提高科技查新咨询业务水平及其标准化程度。Aim：To investigate the different levels of reports on literature evaluation for the application of scientific and technical projects or achievements in different corresponding organizations, its influence factors and problems, to summarize its experience and to find the methods for its quality control. Methods：After the corresponding 22 organizations completed the same literature evaluation, the quality of the 22 reports and its related influence factors were analyzed by experts in literature evaluation, scientific research management and related fields. Results ： Large differences were found in the factors influencing the quality of reports completed by the corresponding organizations, such as selection of resources, retrieval strategies, numerated results, and conclusion. Conclusion： The level of literature evaluation for the application of scientific and technical projects or achievements and its standardization should be improved.
