摘　　要：如何引导银行资金投向农村,解决农村金融困境?民国华洋义赈会进行了可贵的探索。它充当着银行资金流向农村的桥梁,通过将银行资金与自有资金搭成贷放,注资农村合作社,形成"银行——义赈会——信用社——社员"的贷放模式,进一步发展为"银行——合作社——社员"的放款形式。华洋义赈会在"资金归农"中所做的开拓性工作,不仅在一定程度上缓解了农村的资金匮乏,更为银行资金找到新的投资领域,并推动民国政府建立现代农村金融制度。How to guide the bank funds to flow into the rural place as to solve the financial plight？ As to this question, China International Famine Relief Commission has took a valuable explore. It serves as the bridge between the bank funds and the rural place. Through the cooperation of the bank funds and the individual funds, they have invested to establish the rural cooperatives and change the loans model ＂bank-famine relief commission-credit union---members＂ into a new one, that is ＂bank-cooperative ---member＂. The pioneering work that China International Famine Relief Commission has done as to the problem of ＂Funds to the agricultural＂ has not only relieved the shortage of the rural funds to some extent, but als0 found a new field for the bank funds to be invested in and stimulated the in government to establish the Financial System of Modern Agriculture.
