摘　　要：以非均衡条件为背景,对比分析"比较优势"和"逆比较优势",辽宁省应按照具体的资源禀赋条件、产品、市场结构和区位优势,大力发展和振兴传统产业中的装备制造业,以技术自主创新为主线,以技术创新体系为依托,创建出多元技术进步方式和扩散途径。Taking the non-balanced condition as a background, and based on the contrast analysis of comparison superiority and counter comparison superiority, traditional equipment manufacturing industry should be developed vigorously in China （take Liaoning Province as example） defer to the actual resources talent, the product, the market mechanism and the geographical superiority, take the teehnieal independent innovation as the foundation, take the technological innovation system as the supporting strengths, and eonstruct the multi-dimensional technology advancement and proliferation ways.
