摘　　要：目的:分析湖北省某市2007年新型农村合作医疗以地市级为统筹层次的运行情况,为新型农村合作医疗的可持续发展提供参考意见。方法:运用整群随机抽样方法,对该市新型农村合作医疗管理机构进行问卷调查和知情人访谈,调查结果用SPSS12.0软件进行数据录入及处理分析。结果:以地市为统筹单位抗风险能力增强、管理成本降低,但也存在病人流向不合理、实际住院补偿比偏低等问题。结论:建议加强监管力度,严格转诊制度,合理分流病人,控制医疗费用的不合理增长。Objective：To make clear the operating state of the new rural cooperative medical scheme （NCMS） in municipal level of one city in 2007.In order to provide some proposals for getting sustainable development of NCMS.Methods：Investigating the Administration of NCMSin the city through qestionaire and interview, analyzing datum by SPSS 12.0.Result：NCMS fund pooled in the unit of municipalities can enhance the anti-risk capability and save management costs.However, the flow of patients there are unreasonable,and the rate of actual hospitalization compensation is low.Conclusion：Sugesstion are made as follows： to strengthen supervision and management;strictly control the referral system,rationalize the triage of patients and control the unreasonable medical expenses increased.
