摘　　要：文章针对市级农业科研单位现状和存在的问题进行了综合分析,提出了商丘市农业科研3年的发展规划和建设内容,以创业、创新、创优为发展目标,建立市县两级主要农作物育种体系和市县乡三级主要农作物试验示范体系,建立现代化的市级农业科研管理体系,整合地市主要农业科研单位的精英和骨干,集成组装为主要农作物育种团队和试验示范团队,加大科研投入力度,为商丘市稳定50亿kg粮食生产能力建设和农业科研体制改革提供参考依据。This paper conducted a comprehensive analysis on status and the existent problem of municipal agricultural research institutes, presenting three years of development planning and construction of Shangqiu agricultural research. For the entrepreneurship, innovation and excellence for the development goals, the main crops breeding demonstration system and the experimental system were established, the establishment of a modern municipal agricultural research management system, integrating the major agricultural research talents and demonstration teams, increasing research investment, providing reference for the stability of 5 billion kg food production capacity - building of Shangqiu and reform ofagricultural research.
