新时期政府回应力之缺失及其重塑

摘　　要：政府回应是新公共管理学派提出的重要理论。在我国打造服务型政府,构建和谐社会大背景下,面对民众"参政议政"需求的空前高涨、社会矛盾的频繁激化,迫切要求政府直面现实问题,提高其回应能力。而时下,政府的回应力依然难以满足社会发展的要求,其还存在着有如回应理念单薄、法律保障不足、手段老化、渠道不畅等问题,对此迫切需要政府通过多种途径提高其回应力。应以维护民众利益为价值取向的"政府回应力",通过健全法律制度,提高回应意识,创新回应方式,畅通沟通渠道等措施来提高政府的回应力,使政府更好地代表民意,从而达到快速回应民众需求、及时缓解社会矛盾的目的。Government＇s response is an important theory proposed by scholars of the new public administration. Under the background of building a service - oriented government and a harmonious society, the public＇s unprecedented demand of participating in the administration and discussion of state affairs and the fierce social conflicts, the government shall face directly to the problems and improve its responding capability. To address this issue＇s this paper tries to put forward the ＂ The capacity of Government＇s response＂ theory in order to guarantee the interests of the people. Establishing a sound legal system, improving the awareness of response, finding innovative ways to respond, opening communication channels are the effective ways to improve the capacity of the government response.
