摘　　要：我国图书馆现行管理体制是各自为政、条块分割、多元领导,这种管理体制严重影响了图书馆信息资源共知、共建与共享工作的开展。为了实现《图书馆服务宣言》目标,就必须对现行的图书馆管理体制进行改革,成立公共知识中心,整合文献资源,对全社会开放,促进全民阅读。Separation of units under the charge of different leaders is the characteristic of the current Chinese library management system, to the detriment of the proper library development of information sharing and co-construction. Therefore, reform in library management system must be carried out through establishing ＂public knowledge center＂ to integrate literature resource and open to the whole society to promote public reading.
