国民卫生账户在国家艾滋病防治资金筹集与管理中的应用

摘　　要：伴随着艾滋病发病人数的增加和诊治的需要,世界各国面临着防治艾滋病的紧迫性与防治资源的有限性之间的矛盾。国民卫生账户作为一个有效的政策分析工具,有助于将有限的资源合理分配并优先用于最需要的领域,评价资金配置的合理性和有效性,以有效地控制艾滋病蔓延。文章介绍了国民卫生账户在艾滋病资金筹集与管理中的应用进展、其用途与优点及其局限性,并对其在几个典型国家的应用状况进行了分析。As the increase of the number of HIV/AIDS infection and treatment needs, all countries in the world it have to face the contradiction between the pressure on the prevention and treatment HW/AIDS and the limitation of the resources. As a useful tool in policy analysis, National Health Accounts （NHA） is benefit for improving financing and management in the HIV/AIDS funding, and evaluating the rationality and effectiveness for the allocation in order to control the HIV/AIDS spreading effectively.The paper introduces the application progress in using NHA for financing and managing of HIV/AIDS funding, and analyzes case study on this area in some of nations.
