摘　　要：近年来,国际产业开始出现产业链高端向我国延伸的趋势,东部地区在经过十几年的飞速发展以后,人地关系矛盾日益突出,用地十分紧张,部分产业已开始向中西部梯度转移。面对国内外产业转移,重庆作为我国内陆承东启西的枢纽地区,将获得巨大的发展机遇。本文通过分析产业转移的规律以及动力机制,提出在城乡统筹的大背景下,通过政策引导投资实现资本、技术、劳动力等生产要素的跨地区流动,使得生产要素重新组合形成新的生产能力和产业规模,提升重庆市整体经济竞争力,实现城乡经济社会的统筹、协调发展。In recent years, the world＇s high-end industrial chains tend to transfer to China. After the rapid development of more than 10 years the east China is faced with many troubles especially the contradiction between the people and the limited land resources, and some industries in east China has gradually transferred to the central and west China. Under this background Chongqing is faced with great opportunities. The purpose of this study is to analyze the rules and dynamic mechanism of industry transfer and promote the trans-regional flow of production elements such as capital, technologies and labors through policy guidance under the background of urban-rural integration. This will lead to the combination of these elements to form new production capacity and industrial scale, and promote the comprehensive economic competitiveness of Chongqing, and integrate the urban-rural development.
