新城规划的实践与探索——三门滨海新城概念规划

摘　　要：近年来,新城建设在一些区域发展中所起的作用变得日益突出,但是,新城的开发过程中往往存在较大的不确定性和动态性的需求变化,是规划需要面对的主要难题。本文以三门滨海新城概念规划为例,从区域背景的分析和新城发展的理性定位入手,尝试更大限度的强化功能策划、行动计划、开发策略等要素与空间布局及城市设计的结合,对规划如何更好的引导新城开发建设进行了有益的探索。In recent years, the construction of new towns becomes more important in the region. However, because of the uncertainty and the change of demands in the development, it＇s difficult to make judge in the planning. With the concept plan for Binhai New Town of Sanmen as an example, this paper, starting with the analysis of the regional development background and orientation of the town, examines how to intensify the integration of the function plan, action plan and development strategy with the spatial layout and urban design in the plan. It is an exploration how the plan could better guide the new town development.
