摘　　要：目的:分析城市社区卫生服务机构的基本医疗服务提供现状及资源获取能力,提出政策建议。方法:利用第四次国家卫生服务调查等数据结合定量分析和定性访谈方法。结果:57项基本医疗服务中社区卫生服务中心仅开展33项,21个化验检查项目开展15项,常见病诊疗项目开展比例不足50%,服务站基本医疗项目开展比例为63.6%。结论:社区基本医疗服务提供能力较为薄弱,应增强财政获取能力、加强基层卫生人力建设,完善社区基本医疗提供能力。Objective： To understand the situation and constraints of offering primary medical services in urban areas. Methods：The data from the 4th National Health Services Survey was used, and the quantative survey and qualitative interview were combined. Results： Community health centers only provide 33 services in 57 primary medical services, 15 services in 21 medical examinations, less than 50% in diagnosis and treatment of common diseases, and community health stations provide 63.6% in 9 primary medical services. Conclusion： Imperfect financial compensation mechanism, lack of health workers, limited capacity, shortage of basic medical e- quipment, and imperfect two-way referral system are the major barriers for offering primary medical services. Improving supply capacity should be one of the key strategies for primary health systems.
