摘　　要：落实基本药物制度,一要转变观念,认识到位是前提;二要整体配套,措施到位是关键;三要完善制度,监管到位是保证。In order to implement a system of basic drugs, there are three points： Firstly, the premise is changing concept and understand deeply; Secondly, the key is the overall coordination and good measures; Thirdly, the guarantee is the system improvement and good supervision.
