公共体育场馆公益性与经营性的关系——基于浙江省典型体育场馆的调查研究

摘　　要：按照所有权与经营权相分离的思路,委托经营后的公共体育场馆的确能够有效地解决管理机构臃肿、运营成本高、利用率低等问题。但是,同样存在着体育场馆公益性与经营性能否均衡的问题。从管理学和公共经济学、理论与实践的角度分析公益性与经营性的之间的关系:公益性与经营性并非矛盾、非此即彼得关系,两者是目的与手段的关系,即:公益性是经营性的实现目的,而经营性是实现公益性的有效手段,两者互为有益补充。The entrusted operation of the public sports gyms solves the problems of inefficient management, high operation cost and insufficient utilization, guided by the ideology of separation of ownership and operation right. But there are problems of balance between the public benefit and operation of the public sports gyms. The paper analyses the relations between the public benefit and operation from the perspectives of management study, public economics, theory and practice. The paper points out that the public benefit is the goal of the operation and operation is the method to realize the public benefit.
