摘　　要：改革开放以来,中国社会保障事业发展共经历了三个阶段,即以拨乱反正为重点的恢复和重建阶段、以社会保险为重点的改革和探索阶段、以统筹城乡为重点的全面发展和创新阶段。现阶段,中国社会社会保障事业发展在取得巨大成就的同时,也面临重重困难与挑战,需要尽快明确社会保障事业发展目标,真正给人民以稳定的安全预期;加快立法步伐,构建中国特色的社会保障法律体系;立足基本国情,优化中国特色社会保障制度;深化社保体制改革,理顺决策机制、监管机制和经办机制的关系;提高社保基金统筹层次,积极探索社保基金可持续发展模式等方面入手,促进社会保障事业健康发展。Since the reform and opening-up, China＇s social namely the rehabilitation and reconstruction phase of setting security undertakings have gone through three phases, right, the reform and exploration phase of focusing on social insurance and the co-ordinate the comprehensive development phase of focusing on coordinating urban-rural development. At present, China＇s social security undertakings have made great achievements, and are facing difficulties and challenges. We need to make the development goal of the social security system as soon as possible, stabilize the security expectations for the people, accelerate the pace of legislation to build the social security law system with Chinese characteristics, optimize the social security system with Chinese characteristics based on the basic national conditions, deepen the reform of the social security system, straighten out the relationship among the decision-making mechanism, the regulatory mechanism and the handling mechanism, improve overall levels of social security funds, and actively explore the patterns of sustainable development mode of social security funds to promote the healthy development of social security undertakings.
