“三体联动”应对反倾销成效影响因素的实证研究

摘　　要：政府、行业协会和企业(简称"三者")各自扮演的角色、发挥的作用,及其影响"三者"有效运行的因素,都是提高我国(企业)应对反倾销成效亟待研究的深层次问题。文章在借鉴国内外研究成果的基础上,尝试性地从战略视角,提出了政府、行业协会等中介机构、企业"三体联动"应对反倾销的结构方程模型;并以问卷调查所采集的数据进行了实证检验。实证结果启示,应对反倾销应从完善我国战略支持体系和整体性竞争制度安排入手,思考我国政府应对反倾销的宏观引导能力、行业协会等中介机构应对反倾销的自律协调能力和企业应对反倾销快速响应能力的综合效应,"三体联动"应当是我国应对反倾销效率实现的必然选择。The role of government, industry associations and other intermediary organizations and firms, for short ＂three-body＂, and the factors that impact their effective operation are the deep-seated problems that enhance the effectiveness dealing with anti-dumping. From a strategic perspective, this paper tries to build ＂three-body linkage＂ structural equation model of the government, trade associations and other intermediary organizations and firms, based on many scholars＇ canonical researches at home and abroad, and then the paper studies these collected data by question- naires. The enlightenment from empirical result is that in order to deal with anti-dumping, we should improve the synergy of the government＇ s macro guiding capacity, industry associations＇ self-discipline coordinating capacity, firms＇ rapid response capacity by improving strategic support system and competing institutional arrangements. ＂Three-body linkage＂ should be the inevitable choice of dealing with anti-dumping.
