摘　　要：为了提高民政事业管理和决策能力及其公共服务水平,推进电子政务工作,提出了市局、县(区)局、乡镇和街道多级管理服务机构的三级网络架构、基于B/S/D的软件体系架构,并在此基础上采用基于ADO.NET的面向对象数据操作框架、动态综合统计技术、动态报表技术、双线操作用户权限控制方法、类事务地图管理技术等关键技术,开发了民政业务数字化管理与决策支持软件,该软件包括13个子系统,能够完成民政部门9大业务、55个子业务,在可靠性、响应时间、吞吐能力、事务处理数、占用率等方面能够满足民政事业管理和决策的需要。To improve ability to civil affair management and decision, level of commonality service, further advance development of electronic government affair, three-hiberarchy network and software architecture based on B/S/D are presented, the network cover with multilevel civil administration office such as city, county, towns and streets. On the basis of the scheme design, some key technologies are adopted to develop civil affair numerical management and decision support software, which embraces object oriented data operation framework based on ADO. NET, dynamic integrated statistic technology, dynamic report forms technology, the method of controlling user operation based on operation with double threads, the class transaction map management technology etc.. The software consists of thirteen subsystems, implements nine kinds of affair, which comprises fifty five operations for civil administration office, and satisfy the needs of reliability, response time, throughput, transaction processing and resource utility factor for civil affair management and decision.
