摘　　要：为把Partnering这种国际项目管理新模式引入我国工程领域,文章从自身体制、实施经验、法律法规、行业现状及思想观念等五个方面全面分析Partnering模式在我国应用的局限,并针对这些局限,提出了政府宣传推广、改革和完善建设法律法规、健全行业监督和诚信机制、推广Partnering组合模式等具体应对之策。The purpose of this paper is introduceing the Partnering model which is a new Internat-ional project management model to our country engineering field, this paper analyses the limitations of application in china in five aspects which are self-mechanism, implementing experiences,laws and regulations, trade status and ideology, and draw up four specific counterme- asures in the light of these five aspects, including the Goverment promotion, reforming and improveing the constructions of laws and regulations, improveing industrial monitor and integrity mechanisms, implementing combined models of Partnering.
