日本的空间政策对广东“双转移”战略的借鉴——基于日本全国综合开发规划的研究

摘　　要：通过空间政策来干预产业和人口的配置,以实现区域经济协调发展,是国际上很多国家和地区常用的手段。目前,广东省为推动珠三角地区的产业转型和升级以及实现区域经济协调发展,不遗余力地实施以产业转移和劳动力转移为主要内容的"双转移"战略。"双转移"是一项长期的、复杂的系统工程,有必要广泛借鉴国际经验,结合广东的实际情况制定科学合理的政策措施。在这方面,日本无疑是非常典型的借鉴对象,文章从日本战后实施的国土综合开发规划入手,总结了其空间政策的经验、教训及其对广东的启示,在此基础上对广东省的"双转移"战略进行了一番思考。It is a common practice that many counties or regions exert spacial policies to intervene the distribution of industries and population in order to realize their regional harmonious economic development. At present, Guangdong exerts a ＂double transfer strategy＂ with industry transfer and labor force transfer as its major content, aiming to promote the structural transformation and industrial upgrading of the Pearl River Delta as well as the regional harmonious economic development. The ＂double transfer strategy＂ of Guangdong is a long-term and complicated systematic project, so it is necessary to learn from international experiences, and to establish policies and measures according to Guangdong＇s practices. Japan is a typical example of learning. Based on Japan＇s territory integrated development plan after World War II, the paper summarizes the experiences and lessons of Japan＇s spacial policies and then proposes its enlightenment to the ＂double transfer strategy＂ of Guangdong.
