摘　　要：国家精品课程政策实施七年来取得了显著的成效,但是也面临难以维系的尴尬局面。理性选择制度主义通过引入行动舞台的概念来分析、预测和解释特定制度安排下的行为,故具有制度评价的功用。国家精品课程政策实施效果不佳源于行动者机会主义行为,机会主义行为源于制度本身的不完善。国家精品课程政策在效率、公平、问责制、弹性和灵活性等方面都存在一定问题,因此需要进行制度创新。国家精品课程制度创新的关键是建立复核机制。The Implementation of the National Excellence Course policy has gone well in the last seven years; however, it also faces the awkward situation of hard maintenance. Rational-choice lnstitutionalism introduces the concept of Action Arena to analyze, predict and explain behaviors under given Institutional Arrangements, acting as a role of Institution Evaluation. The deficiency of institutions itself brings about the Opportunism Behavior, which results in the underperformance of National Excellence Course policy. The National Excellence Course policy needs Institution Innovation owing to its deficiency in efficiency, equity, accountability, flexibility and elasticity, the key of which is the establishment of rechecking mechanism.
