摘　　要：认为由于政策制定上的不完善和执行中的偏差,使得一些地方在小煤矿整合过程中出现了一定程度上的混乱和无序,不仅造成矿难频发,也会危及国家的能源安全。提出应在政策上作相应调整和补充,对执法、管理部门的监察、监管过程进行规范。Due to imperfections in policy-making and policy implementation, small coal mine integration process in some certain parts of this country appears to be confused and in disorder to some certain degrees, which not only results in frequent mine disasters but also endangers the energy security of this nation. Based on an in-depth analysis of the above problems, this article proposes recommendations to make relevant readjustment and amendments to existing policies and suggests requirements over the inspection and control activities executed by enforcement and administrative departments.
