摘　　要：本文运用简化的GH模型,从WTO《保障措施协议》制度的修订、贸易规模、利益集团等多个因素,就印度对中国产品实施保障措施的原因及其经济影响进行了贸易政治经济学分析,并据此提出通过走出去战略和发挥企业行会作用,应对中印贸易摩擦的政策主张。In this paper, a simplified model of GH and method of Political Economy of Trade are used to analyze the causes and the economic impact of India＇s safeguard measures on Chinese products, from the perspective of a number of factors such as the revision of the WTO ＂safeguards agreement＂ institution, volume of trade and interest group. Based on this, the proposals of adopting Going-out Strategy and taking advantage of enter- prise guild are given to deal with trade friction between China and India.
