东苕溪流域“08·11”洪水成因分析及减灾防御对策的思考

摘　　要：余杭区在防御东苕溪"8·11"洪水过程中采取了非常规的爆破方法,取得了成功,也引起了国家防总和各界媒体的关注。通过对此次洪水的成因、过程的分析,提出了针对性的解决方法,主要还是运用非工程措施,更多地关注防汛制度、预案的完善落实,更大程度上强调人的主观能动因素,不断提高东苕溪流域的防洪防台能力。Yuhang district succeeded to control the flood in Auguest 11 in Dongshaoxi basin by exploding, an unregulated method, which draws attention of the Office of State Flood Control and Drought Relief Headquarters and public medias. Based on the analysis on the reason of this flood and its process, it gives non-engineering solution measures in this paper, which pay more attention to the implement of the flood regime and emphasis person＇s subjective initiative. These measures can improve ability of flood control in Dongshaoxi basin continuously.
