关于构建我国现代科研院所制度动力系统的几点思考

摘　　要：现代科研院所是生产创新性公共知识产品的生产体系。在阐述现代科研院所制度内涵的基础上,指出了公共知识产品的购买者和最终消费者、政府的委托代理主体以及公共知识产品的交易价格是构建稳定高效的现代科研院所制度动力系统的核心,是完善现代科研院所制度并推进传统科研院所体制改革的重点和关键。Modern scientific research institution is the production system to produce innovative public knowledge.On the basis of the connotations of modern scientific research institution,this paper discusses that the buyers and final consumers of public knowledge products,the government’s principal-agent entities and the trading price of public knowledge products are the cores for constructing the stable and efficient dynamic system of modern scientific research institution,and the emphases and keys for perfecting the modern scientific research institution system and promoting the system reform of traditional scientific research institution.
