摘　　要：碳容系统是有限的、非增长的,因此人类行为必须与基于碳容系统特征的约束条件相协调,在经济增长与环境破坏之间找到平衡点。对我国如何构建低碳社会进行了战略性思考,并从企业、消费者、政府和NGO组织的角度,对我国低碳经济发展提出了建议。Energy is the material basis and guarantees of the economic and social sustainable development. At the same time , the phenomenon of energy waste in production,construction,circulation and consumption is also very serious.Carbon-capacity system has become stretched in front of economic and social. It makes a strategic thinking on China to build a low-carbon society from a macro point of view, with enterprise, consumer, government and NGO organizations as an important carrier, and gives out suggestions for China＇s low-carbon economic development.
