摘　　要：以建设建筑节能金融服务体系为目标,分别从组织机构体系、金融工具、配套体系三个方面对国内外建筑节能金融服务体系要素进行对比分析,明确中国建筑节能金融服务体系建设的方向,进而界定中国建筑节能市场资金需求主体的层次性、需求动因、特征及关系,明确资金供给渠道,提出了适合中国建筑节能发展的5种金融服务体系建设框架模式:以财政政策为核心、以政策性金融产品为核心、以商业性金融产品为核心、以资金获利为核心和以实施机制为核心。This study takes aim at constructing building energy efficient financing service system. Compares and analyzes the system factors in foreign countries and China from three sides of organization institution, financing tools and assistant system. Confirms the construction direction of building energy efficient financing service system in China. And defines the levels, requirement drive, characteristics and relationship of capital requirement agents. Analyzes the capital supplying channels and proposes five types of financing service system construction scheme, which focus on financing policy, policy financing goods, commercial financing goods, capital profit and actualizing mechanism.
