摘 要:目的:构建科学规范的公立医院绩效管理机制。方法:以宁波市30所不同类型公立医院为研究对象,调查各医院2002年~2006年间的支持、功能、效果指标的绩效。结果:宁波市公立医院2002年~2006年绩效分布呈现出不均衡性,绩效评价排序处于前三名的依次为B1、B12、B6,综合指数分别为0.7119、0.6914、0.6873,与实际情况基本相符。结论:应强化"公共医疗卫生"理念,加大政府卫生投入,建立科学规范的公立医院绩效管理制度,以监控公立医院成本核算为切入口,通过集约经营实现增收节支,优化卫生资源,走内涵发展道路,以实现低投入高产出的公立医院绩效。Objectives: To construct the scientific and regular performance management mechanism in public hospital. Methods: 30 public hospitals which have different classification in Ningbo were selected. Performances of support function and effectiveness indexes from 2002 to 2006 were analyzed. Results: The distribution of public hospital performance in Ningbo from 2002 to 2006 was not in the balance. The first three performance score hospitals were B l, B 12 and B6, of which general index were 0.7119, 0.6914 and 0.6873, respectively. Conclusions: The idea of public medicine should be strengthened. Govermnent input in health sector should be increased. Scientific and regular pubic hospital performance evaluation system should be established. Public hospital cost counting as the entry point, optimize health resources allocation, reduce health cost and develop connotation way by go the way of eommtation development by intensive operation to improve public hospital performance.
