摘 要:对中国医院协会及其前身中华医院管理学会开展的创建全国百姓放心医院活动十年历程进行了系统总结,指出,全国百姓放心医院活动是根据社会发展需要和人民群众就医需求,从我国医院发展现状和医院管理科学实际出发,以加强全国医院自律为出发点,将医院自觉置于社会监督,主动接受多元化管理的行业自律活动。通过十年的努力,逐步形成让百姓放心、让社会满意的自律为民的医疗行业价值观。在此基础上,提出继续打造百姓放心品牌,努力促进我国医院和谐发展的工作思路:成立"全国百姓放心示范医院管理评价专家委员会",指导建立全国百姓放心示范医院社会评价机制、制定和修订《全国百姓放心医院活动管理办法》及动态管理评价标准;坚持以病人为中心的基本原则,牢牢把握"质量、安全、服务、费用"四个重点,把质量和安全始终摆在医院工作的首位;坚持公开、公平、公正的原则,本着利国、利民、利院、利患的宗旨,注重建立和谐医患关系,积极配合中央综治委开展的"平安医院"建设活动,真正实现人民满意、百姓放心;逐步建立全国百姓放心示范医院内部激励机制,实行分级管理,鼓励全部示范医院在动态管理中争优创先;百姓放心示范医院要积极投身医改,认真贯彻医改方案,深化医药卫生体制改革。The history of Creating Reliable Hospital to People Project launched by Chinese Hospital Association (Chinese Hospital Management Association) for ten years has been summarized. The project of creating reliable hospital to people is a self disciplinary activity which has met the demands of social development and people' s health. According to the status of hospital development in China and the practice of management science, the origin idea of this project is to strengthen hospital self disciplinary, actively receive social supervision and positively receive multimanagement. After ten years, the value system on medical service system, namely, self disciplinary for people, providing reliable service for people and increasing social satisfaction has been shaped. Thoughts focus on striving for reliable hospital to people and improving hospital harmonious development are shaped. Firstly, found National Reliable Hospital to People Management and Evaluation Expert Committee to establish social evaluation mechanism for reliable hospital to people and to make National Reliable Hospital to People Project Regulations and its dynamical evaluation standards. Secondly, uphold the basic principle of patient centered, strictly grasp quality, safety, service and expenditure and put the quality and safety as the first role of hospital management. Thirdly, adhere to openness, equity and justice and hold the mission of advantage for country, people, hospital and patient, focus on building harmonious hospital and patient relationship, actively cooperate with Central General Governance Committee to develop the project of Establishing Safety Hospital to achieve the goals of people satisfaction and trust. Fourth, gradually shape hospital internal incentive mechanism, implement level to level administration and encourage hospital innovation in environment of dynamical management. Fifthly, positively participate to health system reform in China, strictly implement health system reform policy and strengthen health system reform.
