摘　　要：非均衡体制改革的渐进性和非平衡性,客观上导致了区域性的非均衡发展。通过分析实现区域协调发展的利益机理,适当引入"复合行政"的治理理念,以期对实现区域协调发展的利益协调机制和利益合作机制的构建提供启示。The progressive and non-balanced non-equilibrium institutional reform objectively led to a regional non-balanced development. By analyzing the interests of achieving the coordinated development of the region, the paper introduce the governance idea of ＂multiple administrative＂ to provide enlightenment in building the interests harmonizing and cooperating mechanism to realize the regional coordinated development.
