摘　　要：自1999年始,深圳的法定图则编制已历经十余年,从最初的质疑到不断地修正完善,是法定图则10年艰辛路程的真实写照。当《城乡规划法》2008年1月1日起执行,明确控规作为规划审批的强制性依据时,深圳的规划编制技术和审批程序已经较为成熟,2009年初,深圳市政府发出"两年内完成深圳全市法定图则的审批全覆盖"的指示,相关部门和编制单位在统筹编制规范,加强审查力度的同时,也在尝试解决历经10年的深圳法定图则仍然面临的一些问题,现将这些问题加以汇总整理供业界借鉴。In 1999, the statutory plans of Shenzhen Central District and 11 other districts were reviewed and adopted in the 8th Conference of the Shenzhen Urban Planning Board. And therefore, the year 2009 marks the ten-year anniversary of statutory plans in Shenzhen. Though statutory plans were challenged at the beginning, they have continuously been improved - the real story of practice upon statutory planning in ten years. In January 1, 2008, ＇The Urban and Rural Planning Law＇ took effect in Shenzhen, and regulatory detailed plan was stipulated as a basis for planning review and approval. By that time, Shenzhen＇s planning methods and review and approval processes had turned mature. In early 2009, the Shenzhen Municipal Government promulgated that ＂within two years, the entire city of Shenzhen must be subject to statutory plan review and approval ＂. Since then, relevant government departments and units have been taking great efforts in coordinating preparation and strengthening the review process, while trying to deal with unresolved issues of the decade-old statutory plans process in Shenzhen. These issues will be summarized and analyzed, and are expected to offer reference to other planning practitioners.
