兰州市城市宜居性的参与式评价

摘　　要：宜居性评价,是市民普遍关心的城市宜居性建设的基础和关键。本文是关于城市宜居性参与式评价方法与实证研究的论文。一方面,选择模糊数学模型作为评价方法,应用专家意见法,构建了城市宜居性指标与权重系统;另一方面,应用构建的评价系统,以兰州市为例,通过市民参与式问卷调查,对兰州宜居性进行了较系统满意度分析评价。评价结果与兰州宜居性客观水平总体印象基本一致,说明研究方法可行性和有效性,实证研究结果对兰州宜居性提高具有参考价值。Urban livability evaluation is the foundation and key in livable city building which the city residents concern about more.This paper aimed at the participatory evaluation method application and empirical study in urban livability.On the one hand,with the document analysis and Delphi methods,the principles of comprehensiveness,scientificity,systematicness,pertinence,maneuverability and comparability,based on the comprehensive analysis of other urban livability evaluation systems and related theories of livable city,the paper established the grading system of urban livability evaluation including five sub-systems,i.e.security,comfort,happiness,convenience and development,and the livable city evaluation system and the indicator weight system constructed with the application of fuzzy mathematics model combining with expert advice.On the other hand,the paper applied the evaluation system to livability assessment of Lanzhou City,Gansu Province,China,with city residents satisfaction survey and analyzed the end values systematically.According the analysis results,in the five elements of livability,convenience index is the highest with 7.03.Viewed from the whole city,convenience index in the four districts are all over 6.0,while there are three districts above 7.0.Because convenience is the main measurement for basic infrastructure of a city,it is concluded that the infrastructure in Lanzhou is satisfactory and urban citizens reflect that infrastructure and living standard has been improved greatly in the past few years.The comparison is obvious with polarization in the four urban districts of Lanzhou City.Xigu District has the highest score of 6.54,Anning District with 6.30,Chengguan District with 6.13 and Qilihe District with only 5.47,which is the only district with satisfaction index below 6.0,only up to fairly satisfaction.The evaluation results are essentially identical with objective overall impression of the researchers.It explains the feasibility and effectiveness of the research method which can be applied in m
