基于科学发展观的县域均衡发展指数测度研究——以天津市为例

摘　　要：县域发展是全面建设小康社会,统筹解决"三农"问题,推进新农村建设的重要载体。以天津市为例,按照科学发展观构建县域均衡发展指数,对县域的经济、社会、环境发展情况进行全面、科学、多层次、多角度测度,划分出不同的区县发展类型。结果表明:发达区县充分发挥示范效应、传播积极经验,更需继续加大工业对农业反哺的力度。而落后区县则应大幅度提高工业化水平,加快农村剩余劳动力转移,在继续加大农业投入的基础上,充分利用自身资源优势和特色提高农业劳动生产率,通过乡村推力、城镇拉力有步骤地稳步提高城市化水平,推进城乡一体化进程。County development is an important carrier to build a moderately prosperous society in all respects, to overall considerate and solve the ＂three agricultural＂ problems, and to promote the development of new socialist countryside. A county balanced development index is constructed based on the scientific outlook of development, and the author takes Tianjin as an example to make an overall, scientific, multi -level, and multi -angle measurement on the development of its counties. Different types of county development patterns are classified. The results show that developed counties set good examples for developing counties, and more emphasis should be paid on the feedback of industry to agriculture; while the industrialized level of underdeveloped counties should be greatly improved, rural surplus labor transfer should be quickened, and agricultural labor productivity should be improved based on increasing the investment in agriculture. More efforts should be done to improve the urbanization level and the urban -rural integration process.
