我国农村土地银行的实践特征与发展构想——基于2个典型案例的分析

摘　　要：农村土地银行是近年来我国农村土地流转实践的一项重要机制创新。为促进我国农村土地银行的发展完善,通过对宁夏平罗和湖南浏阳2个土地银行典型案例的深入分析,总结了当前我国农村土地银行发展的基本特征及面临的关键问题。在此基础上,初步设计构建了我国农村土地银行发展的总体运行框架,提出了今后农村土地银行的具体运行机制。Rural land bank is an important innovative mechanism during the recent rural land transfer practice in China.In order to promote the development of China＇s rural land bank,the study firstly analyzed two representative cases on rural land bank in Pingluo County of Ningxia and Liuyang City of Hunan.Then,the essential characteristics and problem of rural land bank development were summarized.Based on the above analysis,the overall framework and operation mechanism of rural land bank development in the future were put forward.
