摘　　要：行政决策法治化是现代政府建设的重要内容。行政决策法治化的根本动力和价值追求是公众权利的实现与保障。行政决策法治化通过行政决策科学化和民主化与服务型政府建设在公众权利的实现与保障上达到耦合,耦合的基本要求是公众参与制度化、利益团体多元化、信息公开规范化、监督形式多样化及责任追究明确化。Administrative decision-making rule of law is the important substance of the construction of modern government.The basic driving force and value-seeking of administrative decision-making rule of law is the realization and defence of the fight of the pub- lic.Administrative decision-making rule of law couples with the construction of service-ofiented government on the realization and defence of the right of the public by the scientific and democratic administrative decision-making.The basic demand of coincidence is the system of participation of the public,the variety of benefit groups,the standard of information opening,the variety of supervision form and the definiteness of fixing responsibility.
