摘　　要：传统的管制型政府行为模式是由处于优势地位的行政机关设计行政相对人的行为,损害了行政相对人的利益,助长了官僚主义作风。与之相反,非强制性行政行为是按照科学发展观"以人为本"的核心理念强化政府的社会管理和公共服务职能,改善了行政管理机关与行政相对人的对立关系,体现了政府执政观念向公民权利本位和政府责任本位的回归。吉林省桦甸市工商行政管理局运用非强制行政管理手段服务新农村建设的做法为政府行为模式的创新与重构提供了可操作的范式。Traditional contrail type government behavior pattern designing opposite behavior based on the dominant position of admin- istration bureau damages the people＇s innovation spirit and encourages administration bureaucratism.Non-forced administration behav- ior which is different from the kind of scientific development ＂human-oriented＂.h strengthens the government function of s^iat management and public service,improves the opposite relations between the administration management behavior and opposite per- son,embodies the return of citizen right and government responsibility.Huadian Trade and Industry Bureau of Jilin Province shows us a model of that.
