摘　　要：本文对乡镇职能转变的体制内作用力进行了分析,认为当前我国乡镇职能转变之所以迟缓而且缺乏实效,既有诸如乡镇"财力不足"等现实性原因,也有既有体制安排导致的内在激励不足,尤其是形式化的权力制衡机制、压力型体制的逆向激励,内在地限制了乡镇职能的转变。This thesis tried to analyses the internal-forces and restriction of township function change.Our township function change remained in the slow development and inefficient.Due to some reality conditions,such as insufficient in financial and system arrangement problem,especially the formalization of powers equalization mechanism,reverse psychology of pressure type system as well.All of these cause the restriction of developing to township function change as an internal factor.
